YEREVAN, July 4. /ARKA/. Armenian Parliament Speaker Alen Simonyan said today that the charges brought against Tashir Group President Samvel Karapetyan in Armenia are not related to politics.

"Does Samvel Karapetyan have the right to engage in political activities in the Republic of Armenia, given that he is a Russian citizen? He has no right to be even a parliament member. He has not expressed any political ambitions and has not been involved in politics, and the charges against him now have nothing to do with politics," Simonyan said at a press briefing on Friday.

Karapetyan, a Russia-based billionaire, who owns Electric Networks of Armenia (ENA) power distributing company, was arrested on June 18 on charges of publicly calling for the seizure of power in Armenia. He made the statement after his meeting with Catholicos of All Armenians Garegin II and stating his support for the Armenian Apostolic Church amid attacks from the authorities.

Then, Armenian Prime Minister Nikol Pashinyan announced his intention to nationalize ENA, citing problems in the power distribution sector. According to him, it is necessary to establish state control over the company “quickly and effectively.”

To this end, a package of amendments to the laws “On the Public Services Regulatory Authority” and “On Energy” was submitted to parliament within a few days, providing for the start of administrative proceedings by the Public Services Regulatory Commission against the energy operator.

The bill was adopted by the National Assembly at an extraordinary session on July 2.

Aram Vardevanyan, Karapetyan's lawyer, said that the legislative changes initiated by the Armenian authorities are unconstitutional and aimed at interfering with property rights; they violate the regime of protection of foreign investments and damage Armenia's international reputation.
