Armenia and EU note progress in partnership based on shared values

Armenia and the EU have noted progress in partnership based on shared values. This is stated in a statement following the 6th meeting of the Armenia-EU Partnership Committee, established on the basis of the Comprehensive and Enhanced Partnership Agreement (CEPA), held in Brussels the day before.

YEREVAN, July 9. /ARKA/. Armenia and the EU have noted progress in partnership based on shared values. This is stated in a statement following the 6th meeting of the Armenia-EU Partnership Committee, established on the basis of the Comprehensive and Enhanced Partnership Agreement (CEPA), held in Brussels the day before.

The parties welcomed the important statements made by RA Foreign Minister Ararat Mirzoyan and EU High Representative Kaja Kallas during her visit to Yerevan on 29-30 June 2025, including the political agreement on the new Armenia-EU partnership agenda and the approval by the European Commission of the proposal for a Visa Liberalization Action Plan. These decisions will bring Armenia and the EU closer together, the RA Foreign Ministry noted.

Armenia and the EU also welcomed the implementation of the €270 million Resilience and Growth Programme, which aims to strengthen sectoral cooperation between Armenia and the EU and to facilitate large-scale investments in connectivity and business development within the framework of the EU Global Gateway initiative, in line with the Crossroads of the World initiative.

The Committee reviewed developments in the areas of the rule of law, justice system reform, law enforcement, human rights and the fight against corruption in Armenia. The EU appreciated Armenia’s commitment to democracy, the rule of law and human rights, noting the tangible progress achieved in these areas. The EU stressed the need to continue reforms in these areas and take additional measures to eradicate all forms of discrimination.

The parties stressed the importance of the full participation of civil society in decision-making and public administration processes.

In addition, Armenia and the EU discussed opportunities to promote inclusive regional connectivity, areas for economic diversification and expansion of mutual trade, ways to accelerate digital and green transformation, and deepen cooperation in energy security and climate change.

In the context of foreign, security and defence policy, the parties welcomed the recently signed agreement between Armenia and the EU, which sets out the framework for Armenia's participation in EU crisis management missions and operations, as well as the first EU-Armenia consultations on security and defence issues.

The parties discussed new areas of cooperation, paying particular attention to building resilience in the fight against hybrid and cyber threats, external interference and disinformation. They reaffirmed the important contribution of the EU civilian mission to Armenia to ensuring peace and stability in the region.

The Partnership Committee meeting also discussed regional developments and the process of normalisation of relations between Armenia and Azerbaijan. The EU welcomed the agreement reached on the text of the peace agreement between Armenia and Azerbaijan, calling for its signature and ratification.

The EU reiterated its full support for the sovereignty, territorial integrity and inviolability of Armenia's internationally recognised borders, based on the principles of the Alma-Ata Declaration of 1991. The EU also expressed support for Armenia's efforts to fully normalise relations with Turkey.

The meeting was co-chaired by Deputy Foreign Minister Vahan Kostanyan and Deputy Managing Director for Eastern Europe and Russia at the European External Action Service Audron Perkauskiene.
