YEREVAN, September 15. /ARKA/. The primary instruments for reducing the vulnerability of Armenia's external security have not worked, said Prime Minister Nikol Pashinyan.

"These instruments were considered to be military-political alliances and the army. However, our history has proven that this formula has failed on both the first and second points. By the way, it has failed on the first point three times. The CSTO has stated that Azerbaijan is a fraternal state for it, just like Armenia, and that the CSTO recognizes the territorial integrity of Azerbaijan," Pashinyan said at the Comprehensive Security and Sustainability Forum in Yerevan on Monday.

According to him, the fact that the CSTO (membership in which Armenia has frozen, but still remains a member), speaking about the territorial integrity of Azerbaijan, always took into account Nagorno-Karabakh, was confirmed by the President of Russia after the 44-day war (2020 in Artsakh - ed.), that "from the point of view of international law, Karabakh is part of Azerbaijan and has always been considered as such."

"That is, this primary concept of security - a military-political alliance, did not work in the context of the events in Karabakh," he said.

Pashinyan also recalled the CSTO's response to Armenia's requests concerning two instances of Azerbaijan's infringement on the territorial integrity of the Republic of Armenia - on May 11, 2021, and September 13, 2022. "In both instances, the CSTO's response was as follows - it appears that the border has not been demarcated, and therefore, the question arises - was there an invasion of Armenian territory or not? It was at this juncture that it became evident that the security concept was ineffective, and we were confronted with a direct inquiry - will the CSTO acknowledge the territorial integrity of Armenia?" - stated the head of the RA government.-0-
