YEREVAN, November 11. /ARKA/. David Ghazinyan, former acting general director of Electric Networks of Armenia CJSC, called the government's actions against ENA, owned by Tashir Group President Samvel Karapetyan, political adventurism and expropriation.

It was announced yesterday that the Public Services Regulatory Commission of Armenia intends to vote on a bill to suspend ENA's electricity distribution license on November 13.

"This decision reveals the authorities' deep-seated political goals—a transition to a new, overtly political phase of property redistribution. The process began when ENA owner Samvel Karapetyan became the target of trumped-up criminal prosecution. Now the same mechanism is being applied to his business entities—under the pretext of recognizing ENA as a 'public priority' and transferring it to government control," reads a statement on the ENA Control Committee Facebook page, shared by Ghazinyan (he was removed from his position by decision of ENA interim state administrator Romanos Petrosyan, appointed on July 18, 2025—ed.).

It is noted that suspending the license without any market or technical justification constitutes a direct infringement of property rights.

"This is tantamount to expropriation under the guise of compensation, which contradicts Article 60 of the Constitution of Armenia, as well as the principles of stability and predictability in the energy sector. Society will pay for the adventurism of the Pashinyan government," the statement reads.

Earlier, Armenian Prime Minister Nikol Pashinyan suggested the possibility of nationalizing ENA or selling it to "an international, reputable specialized company, while retaining the government's stake." He stated that the decision regarding ENA depends on the price, which must be determined based on a comprehensive analysis.-0-
