Armenian government sends CEPA to parliament for ratification

The Armenian government has sent today the Comprehensive and Enhanced Partnership Agreement (CEPA) signed on November 24, 2017 with the European Union, as well as with the European Atomic Community to parliament for ratification.

YEREVAN, March 22. /ARKA/. The Armenian government has sent today the Comprehensive and Enhanced Partnership Agreement (CEPA) signed on November 24, 2017 with the European Union, as well as with the European Atomic Community to parliament for ratification. The agreement will enter into force once it is ratified by all EU-member countries. So far only Estonia has ratified it.

Deputy foreign minister Shavarsh Kocharyan said this framework agreement raises bilateral relations between Armenia and the EU to a new partnership level. According to him, the provisions of the agreement take into account Armenia's obligations to other integration formats as well.

Kocharyan said the Armenian government received a notification from the EU that it had completed internal procedures for CEPA ratification so that some provisions of the agreement could enter into force, which means that they can be applied before the agreement is fully ratified by all EU member states.

He said also the CEPA regulates Armenia-EU political dialogue, economic and trade relations, cooperation in various fields, encourages the continuation of political and economic reforms. 

"The European Union is very much concerned about the flow of migrants, and therefore puts forward a mandatory requirement for readmission," Kocharyan said.

Earlier, the head of a parliament committee on foreign affairs Armen Ashotyan said that the agreement was expected to be ratified by Armenian parliament on April 10.

Armenia’s president Serzh Sargsyan signed December 25, 2017 a decree establishing an inter-agency commission to implement the Comprehensive and Enhanced Partnership Agreement (CEPA). The commission is to ensure the implementation of the Comprehensive and Enhanced Partnership Agreement, as well as the implementation of the Partnership Priorities document, signed with European Atomic Energy Community and member countries on November 20.

The inter-agency commission coordinates the work of the competent authorities of Armenia with the EU and member countries as part of the trade and economic cooperation, provided for by the agreement and document, also approves the measures developed by the state authorities, including those aimed at implementing reforms. The commission is chaired by deputy prime minister Vache Gabrielyan.-0-
