Armenian government unveils its plan of actions

Armenia’s new government’s plan of actions (program) has been placed on its official website. It contains 29 pages and seven sections.

YEREVAN, June 4. /ARKA/. Armenia’s new government’s plan of actions (program) has been placed on its official website. It contains 29 pages and seven sections. In addition to the basic vectors of the government’s activity and preparations for early parliamentary elections, the plan of actions has sections on external and internal security, fight against corruption, consistent development of the economy and Armenia’s relations with its vast Diaspora.
According to the plan of actions, the key goal of the Armenian government is to consolidate the values of the "velvet" revolution that took place in April and early May as a basis for national and public relations, as well as for the implementation of the goals of the revolution.
The program says that the government is to be formed solely through the free will of the people. It says also that the national unity and civil solidarity are to be based on the rule of law and equality of all before the law. It also calls for consistent improvement of the security of Armenia and Artsakh (Nagorno-Karabakh).
The plan of actions also focuses on public denial of corruption, protection of human rights and creation of conditions that are conducive to the free creativity of all, as well as a dignified and happy life. It calls for elimination of artificial economic monopolies, protection of economic competition, ensuring real opportunities for engaging in any economic activity.
The program says that after the victory of the “velvet" revolution it became obvious that the National Assembly does not reflect the real political moods and preferences of the Armenian people, as well as the real balance of forces. This reality creates an indisputable necessity for holding extraordinary parliamentary elections. The government also notes that the managerial and systemic crisis of trust began when a vicious and pernicious practice was imposed to obstruct the free expression of the will of voters, to unlawfully influence the will of citizens, as well as to falsify the election results.
In this context, the government attaches importance to holding early parliamentary elections, which will be truly free, fair, transparent and democratic. To conduct such elections and fix the results undeniable by the society, it is necessary to implement significant reforms of the Electoral Code and the electoral system.
In accordance with these reforms, it is necessary to eliminate the so-called rating electoral system and move to a full-scale proportional system. Also to create new electoral lists reflecting the real situation, which will be updated automatically. The government says early parliamentary elections should be held within the next 12 months.
