Armenian prime minister outlines police force’s major challenges

Introducing today the new police chief Valery Osipyan at a Cabinet session Prime Minister Nikol Pashinyan said the number one task of the police is complete and unconditional maintenance of law and order, and secondly, the protection of human rights and democracy.

YEREVAN, May 11. /ARKA/. Introducing today the new police chief Valery Osipyan at a Cabinet session Prime Minister Nikol Pashinyan said the number one task of the police is complete and unconditional maintenance of law and order, and secondly, the protection of human rights and democracy.
Pashinyan said criminal activity must be brought down to the unprecedented low level. He added that law-enforcement agencies should abandon the practice of penalizing citizens on every occasion, because this way the authorities create an unfavorable atmosphere.
He asked Osipyan to determine as soon as possible what kind of decisions should be taken to solve this problem legally. Pashinyan noted that the policy of punishment should be replaced with a policy of prevention.
The Prime Minister added that the police, together with the Yerevan Municipality, should do everything possible to resolve the problem of traffic jams.
"The next direction I want to point out is the fight against corruption, which must be eradicated first and foremost within the police system by application of punishment policy. Corruption must be eradicated completely," Pashinyan said. He said the most important function of the government agencies is to make the life of citizens more comfortable, to create an atmosphere of love and solidarity.
"Our personnel policy should be freed of the clan approach, and professionalism, loyalty to the service, Armenia and its people should become the basis for professional advancement. I think everyone understands that many citizens of Armenia l will continue looking at the police as a force standing on the other side of the barbed wire and this is why our most important task is to show the citizens there are no longer barbed wires, shields and special means between the police and the people. The police serve Armenia and its people. This is the political task that we must accomplish," the head of government said. -0-
