Azerbaijan shelling Karabakh civilians on daily basis – Marukyan

YEREVAN, November 18, /ARKA/. Armenian ambassador-at-large Edmond Marukyan pointed out the daily shelling of Artsakh (Nagorno-Karabakh) civilians by the Azerbaijani troops.
'Today, at 12:15, Azerbaijan opened fire on peaceful population. This is what happening on daily basis and this is what Azerbaijan offers to the ethnic Armenians of NK. International community is well aware of this "offer" and I hope the reactions will be commensurate and prompt,' Marukyan said in a tweet.
Azerbaijani President Ilham Aliyev said in a public speech on Thursday that Azerbaijan was ready to negotiate the rights and security of Armenians in Karabakh with the people who live in Karabakh and want to live there.
Aliyev said also that Azerbaijan will not negotiate these issues with Armenia and with Nagorno-Karabakh's recently appointed state minister Ruben Vardanyan, whom he described as an 'emissary of Moscow.'
