Azerbaijani troops block section of Kapan-Goris highway

Armenia’s National Security Service (NSS) said today that on August 25, at about 23:00, Azerbaijani troops blocked the Karmrakar-Shurnukh section of the Kapan-Goris interstate road.

YEREVAN, August 26. /ARKA/. Armenia’s National Security Service (NSS) said today that on August 25, at about 23:00, Azerbaijani troops blocked the Karmrakar-Shurnukh section of the Kapan-Goris interstate road.  According to NSS, the Armenian vehicles in that area were evacuated.

"Work is underway to reopen the road and restore the movement of people and vehicles. The National Security Service of Armenia urges everyone to use only official information," it said.

According to Armenia’s human rights defender Arman Tatoyan, the road is blocked by 50 or more Azerbaijani troops.  He said restricting the free movement of people, including children, women and the elderly is a criminal act.

‘The presence of Azerbaijani military personnel on the roads between the settlements of Syunik region is criminal. This in itself violates people's right to life, free movement and other vital rights that are internationally guaranteed,’ he said.

“Judging by the available facts it is obvious to me that this is a pre-planned open crime against the civilian population of the Republic of Armenia. I know that the border guards of the Russian Federation and the Republic of Armenia were also on the spot negotiating the reopening of the road, and civilian vehicles were taken away,” he wrote.

He said that according to verified information, negotiations will continue in the morning of August 26.

"Early in the morning, special reports on this incident will be sent to the relevant international bodies," the ombudsman wrote.

After the leaders of Armenia, Russia and Azerbaijan signed a statement on the cessation of all hostilities in Artsakh on November 9, 2020 more than 190 settlements in Nagorno-Karabakh and adjacent seven districts were placed under the control of Azerbaijan. 

As a result, the borders of the Syunik region in the south of Armenia (including the administrative center Kapan) appeared  to be in close proximity to the new borders of Azerbaijan, drawn during the Soviet time. -0-
