YEREVAN, February 20. /ARKA/. The leader of a parliamentary opposition party Bright Armenia Edmon Marukyan said today he has drafted a string of constitutional amendments.
Earlier, the Armenian National Congress (ANC) proposed that a constitutional referendum be held this year to find out whether Armenian citizens want to bring back the semi-presidential system of government that was in effect before Armenia’s transition to parliamentary republic.
Speaking February 18 at a parliamentary briefing, Marukyan stated that the return to the semi-presidential form of government would be a regress. He proposed that the country should shift from the current system of government that vests super powers in prime minister, to the full parliamentary rule.
"I have sent the draft constitutional amendments and justifications to My Step and Prosperous Armenia parliamentary factions. I have also submitted a proposal to organize joint discussions on the proposed amendments," Marukyan wrote in a Facebook post.
Under a package of constitutional reforms, endorsed in a national referendum in 2015, Armenia change the governance system of the country from a semi-presidential to a parliamentary republic. The president of Armenia, whose powers are significantly curtailed, is elected for a term of seven years by the parliament, not in a national vote. Presidents are limited to one term of office.-0-
