Foreign minister: Armenia will insist on recognition of Artsakh people's right to self-determination

YEREVAN, December 3. /ARКА/. All the rights of the 150,000 population of Artsakh (Nagorno-Karabakh) must be fully restored and implemented in their historical homeland, Armenian Foreign Minister Ara Ayvazyan said in an interview with Armenpress.

"At the heart of the military operations carried out by Azerbaijan against Artsakh with the open provocation and support of Turkey are genocidal aspirations for the complete eviction of Armenians from Artsakh and deprivation of the Armenian people of their homeland, which are also reflected in the logic of Azerbaijani post-war rhetoric and the development of events," he said.

In the context of efforts aimed at a peaceful settlement of the Nagorno-Karabakh conflict, Ayvazyan stressed that the conflict is anchored on the right of the people of Artsakh to self-determination, and this issue cannot be resolved with the use of military force.

“Armenia has acted and will continue to act from the standpoint of recognizing the right of the people of Artsakh to self-determination and international security guarantees,” he said.

Ayvazyan said the statements of the Azerbaijani side that the conflict is now resolved are unfounded.

“One gets the impression that the president of Azerbaijan, making such statements, does not even fully understand the essence of the document he signed. As unambiguously follows from the text of the trilateral statement and as the President of Russia, who is the mediator in the establishment of this ceasefire, said recently, the issue of the final status of Artsakh has not been settled and is the subject of further negotiations. Other countries co-chairing the OSCE Minsk Group are also unanimous on this issue,” he said.

Ayvazyan stated that the Nagorno-Karabakh conflict will be considered settled only if the right to self-determination, realized by the people of Artsakh, is recognized by the international community.

He said during the war, the international community has become more convinced that the Artsakh issue is an issue of free and dignified residence of the ethnic people - Artsakh Armenians in their historical homeland. 

'Our contacts at all levels in different countries of the world indicate that the  international community understands that Artsakh cannot be under the jurisdiction of Azerbaijan in any status, and the Armenians of Artsakh have the same rights as all the peoples of the world,” the minister said.

From September 27 to November 9 2020 Azerbaijani armed forces, backed by Turkey and foreign mercenaries and terrorists, attacked Nagorno-Karabakh along the entire front line, using rocket and artillery weapons, heavy armored vehicles, military aircraft and prohibited types of weapons such as cluster bombs and phosphorus weapons. 

On November 9, the leaders of the Russia, Azerbaijan and Armenia signed a statement on the cessation of all hostilities in Artsakh. According to the document, the parties stopped at where they were at that time. The town of Shushi, the districts of Agdam, Kelbajar and Lachin are handed over to Azerbaijan, with the exception of a 5-kilometer corridor connecting Karabakh with Armenia. 

A 2000-member Russian peacekeeping contingent has been deployed along the contact line in Karabakh and along the Lachin corridor. Internally displaced persons and refugees are returning to Karabakh and adjacent regions, prisoners of war, hostages and other detained persons and bodies of the dead are being exchanged.--0-
