OSCE Minsk Group to be dissolved by December 2025, according to Russian diplomat

Russia endorses the mutual agreement between Azerbaijan and Armenia to disband the Minsk Group of the Organization for Security and Cooperation in Europe (OSCE), which played a role in addressing the conflict in Nagorno-Karabakh, Alexander Lukashevich, Russia's  Permanent Representative  to the OSCE, told RBC. The Minsk Group is co-chaired by Russia, USA and France.

YEREVAN, August 29. /ARКА/. Russia endorses the mutual agreement between Azerbaijan and Armenia to disband the Minsk Group of the Organization for Security and Cooperation in Europe (OSCE), which played a role in addressing the conflict in Nagorno-Karabakh, Alexander Lukashevich, Russia's Permanent Representative to the OSCE, told RBC. The Minsk Group is co-chaired by Russia, USA and France.

He noted that the group is scheduled for complete dissolution by December 2025.

The declarations made by the Foreign Ministers of Armenia and Azerbaijan regarding the termination of the OSCE Minsk process and associated structures are part of the Washington Declaration, which was signed on August 8, 2025, following discussions among Armenian Prime Minister Nikol Pashinyan, US President Donald Trump, and Azerbaijani President Ilham Aliyev.

Lukashevich indicated that this pertains to the cessation of operations of three entities: the Minsk Group, the personal representative of the OSCE chairman-in-office, and the high-level planning group.

"Given the stance of the parties on the impracticality of their retention, we find no justification for obstructing their dissolution," the diplomat remarked.

"It is important to note that the execution of administrative and financial actions related to this decision will require several months. The OSCE anticipates completing these actions by December of this year. Subsequently, all three entities responsible for facilitating the Nagorno-Karabakh settlement will be dissolved," stated the Russian permanent representative.-0-
