YEREVAN, November 13. /ARKA/. Tashir Capital, a company owned by businessman Samvel Karapetyan, has filed a complaint with the Anti-Corruption Committee. This was announced on his Facebook page by lawyer Tigran Hayrapetyan, a representative of Tashir Capital CJSC.

The complaint states that Romanos Petrosyan, appointed acting manager of Electric Networks of Armenia, Mesrop Mesropyan, chairman of the Public Services Regulatory Commission, and other commission members violated procedures when appointing Armen Shahnazaryan as the company's director of economics and finance four months ago.

"Romanos Petrosyan has harmed ENA and the interests of the state by grossly violating legal procedure," Hayrapetyan noted.

The statement states that Petrosyan, exceeding his authority, appointed Armen Shahnazaryan as the company's Director of Economics and Finance, without following the established procedure and without the consent of the Commission.

It is emphasized that Shahnazaryan lacks financial or economic education and professional experience, which is contrary to the standards established by the PSRC decision. For this reason, the appointment was assessed as a violation of the law, which could result in material damage to the company, and was recognized as a crime under Article 441 of the RA Criminal Code, "Abuse of Official Authority."

It is stated that the actions of PSRC Chairman Mesrop Mesropyan and the commission members may contain elements of official negligence, as the proper legality of the appointment process was not ensured. The lawyer requests that law enforcement agencies initiate criminal proceedings against Romanos Petrosyan and the PSRC management, as well as suspend Petrosyan's powers as interim manager of Electric Networks of Armenia CJSC. Armen Shahnazaryan was a member of the Republican Party of Armenia and held various government positions since 2001. In 2015, he served as Chief of Staff of the Ministry of Economy. In 2017, he was appointed Chairman of the Board of the Export Insurance Agency of Armenia.
