Acting defense minister elaborates on conscripts entitled to military deferment

Armenia’s acting defense minister Vigen Sargsyan elaborated today on what the wording "exceptional achievements" means in the law "On military service and the status of a serviceman", passed by the parliament last November that eliminated military conscription deferment for students majoring at state-owned universities who are eligible for government scholarships.
YEREVAN, April 12. /ARKA/. Armenia’s acting defense minister Vigen Sargsyan elaborated today on what the wording "exceptional achievements" means in the law "On military service and the status of a serviceman", passed by the parliament last November that eliminated military conscription deferment for students majoring at state-owned universities who are eligible for government scholarships.
According to him, ‘exceptional achievements’ in sports means that a student seeking conscription deferment must have a rating allowing him to participate in the Olympic Games, as well as having won from the 1st to the 5th places at world and European championships, as well as at Universiades.
To receive a conscription deferment, the student or the head of the athletic federation must apply to the government to seek a 4-year deferment. Students involved in the national junior and youth teams are allowed to seek two-year deferment.
Students majoring in science and culture should apply to the ministry of education or culture, where special commissions will determine whether they qualify. Only those students majoring in education and science will get deferment who have won gold, silver and bronze medals at international Olympiads in subjects identified by the Armenian government as priority.
Students majoring in the Armenian language, literature and the history of Armenia will get the deferment right only in case of winning the first place in Olympiads.
Undergraduate and graduate students will be entitled to conscription deferment if they have published research papers in international scientific journals or received prizes in the field of science and education over the previous three years.
These changes will be effective starting the forthcoming summer conscription. All documents will have to be submitted to relevant bodies before May 1.
Under the Armenian legislation, all male citizens, who reach the age of 18 are subject to compulsory 24-month military service. If a male evades military service he is considered a deserter and is put on the wanted list, but under another law, passed by the parliament last November, all draft dodgers who have turned 27 by December 1, 2017 may be amnestied provided they pay 200,000 drams (about $410) for each conscription year they illegally missed (or a total of 3.6 million drams, or some $7,400, for all draft periods).
This law will be in force until December 31, 2019. The original law was adopted in 2004 and has been amended eight times. According to official figures, about 10,000 Armenian men remain on the run on draft evasion charges.
Also under the law, draft deferments will be granted only to those students who will agree to undergo parallel military training and serve in the army as officers for three years after graduation.--0--
