Armenia declares state of emergency, introduces some limitations

The government of Armenia declared today a 30-day state of emergency to prevent the spread of coronavirus, saying the state of emergency introduces a string of limitations for Armenian citizens and prohibits also foreigners from entering the country.

The government of Armenia declared today a 30-day state of emergency to prevent the spread of coronavirus, saying the state of emergency introduces a string of limitations for Armenian citizens and prohibits also foreigners from entering the country. The decision was sent to parliament's approval.
Vice-Premier Tigran Avinyan has been appointed to coordinate all measures connected with the state of emergency.
According to the declared state of emergency, a special procedure is established for the entry (exit) of citizens, vehicles, goods and other property. Citizens of Armenia and members of their families who are not citizens of the country are allowed to enter the territory of the republic through the checkpoints. Entry is prohibited for those citizens who come from countries (territories) included in the list of states (territories) with an epidemiological situation, compiled by the Ministry of Health or who have been in these countries for the past 14 days. The ban does not apply to representatives of diplomatic missions, consulates, international organizations and members of their families.
Departure of Armenian citizens through a land border checkpoint is prohibited, with the exception of truck drivers. Departure of Armenian citizens through airports is permitted only in cases when the host country agrees to accept them. Citizens of foreign states are not allowed to cross the checkpoint at the land border, with the exception of truck drivers.
After entering the territory of Armenia through the checkpoint, citizens are subjected to an immediate special examination to detect symptoms of infection. In case of symptoms, hospitalization, isolation (self-isolation) and (or) other restrictive measures are applied. In case of refusal of people entering Armenia through the checkpoint to undergo a medical examination, hospitalization, isolation (self-isolation) and (or) other restrictive measures, they may be temporarily isolated in special places for examination, treatment and prevention of the spread of infection.
Persons who arrive from countries included in the list of countries with a tense epidemic situation will be moved to specially provided quarantine territories or may be ordered to switch to self-isolation.
To ensure the implementation of the special regime, special checkpoints and inspection points can be established. At checkpoints and inspection points, medical supervision and examinations can be carried out by persons providing medical services.
Under the state of emergency, it is also prohibited to organize, conduct public events involving more than 20 people, including religious events and ceremonies, concerts, exhibitions, shows, theatrical performances and other sports, cultural, educational, festive and commemorative events, including but not limited to birthdays, weddings and funerals.
For the entire period of emergency, the activities of all state, community and non-state general education (including preschool), primary vocational schools, secondary special and higher educational institutions, as well as centers of extracurricular education, including children and youth creative and aesthetic, are suspended.
Rallies and strikes are to be prohibited throughout Armenia. The coordinator of the state of emergency is also vested with authority to ban the operation of public catering facilities, trade and entertainment centers.
Organizations that have a license for medical care and services (regardless of ownership) will provide medical care and services based on the recommendations of the Ministry of Health of Armenia.
The state of emergency also introduces limitations for visits and parcels sent to prisons and military units to prevent the spread of the virus. Also, media reports and posts in social media on some specific aspects of the coronavirus-related situation will have to reflect official reports. -0-
