Armenia replaces state of emergency with nationwide quarantine
YEREVAN, September 11. /ARKA/. The Armenian government decided today to replace the state of emergency, declared on March 16 to stop the spread of coronavirus, with nationwide quarantine regime that will be in force until January 11, 2021.
The decision stems from several revised laws that call for replacement of the state of emergency with quarantine.
The quarantine sets a special exit and entry regime, banning stateless persons from entering Armenia through land border checkpoints. The ban does not apply to family members of Armenian citizens and persons entitled to legally reside in the country.
It does not apply either to foreign diplomats and officials from international organizations and members of their families, to persons entering Armenia to participate in funerals if they are close relatives of the deceased.
Immediately upon entering the territory of Armenia, these persons are examined by the Health and Labor Inspectorate, including remote thermometry and external examination in order to identify signs of coronavirus infection.
Based on the inspection results the person is admitted to hospital in case of having coronavirus infection or is given self-isolation instructions for a period of 14 days. During this period the person can have a coronavirus test and if it's negative, the quarantine ends.
Self-isolation is applied when the diagnosis is confirmed and if the person is not subject to hospitalization. Moreover, if an infection is confirmed in a person during the period of self-isolation, self-isolation is extended for the period of treatment or until confirmation of the absence of infection.
Festive and memorable events, including birthdays, weddings, memorial services and funerals are allowed if the participants are under 60.
The same applies to social, cultural, educational or sports events or other types of activity, including concerts, exhibitions, and theater performances. Public events in closed spaces are allowed in the presence of natural or artificial ventilation and if sanitary and epidemiological safety standards are ensured. Enforcement of these requirements is the responsibility of the police, the Health and Labor Inspectorate and the Food Safety Inspectorate.
Long-term visits to penitentiary institutions are permitted only in the absence of cases of coronavirus in that penitentiary institution. Visitors must also be free from the infection. In long-term care facilities and psychiatric organizations, visits are allowed only in the absence of cases of coronavirus and compliance with sanitary and epidemiological safety rules.
Individual protection measures are applied throughout the territory of Armenia, according to the list established by the authorized body.
The activities of organizations not engaged in the provision of services and economic activities is allowed only if the relevant rules of sanitary and epidemiological safety established by the authorized body are observed.
The educational process in all educational institutions can be carried out only in compliance with the rules of sanitary and epidemiological safety established by the authorized body.
Armenia introduced state of emergency on March 16 to curb the spread of the coronavirus. It has been extended five times for a month. The latest extension ends on September 11.
Restrictions on free movement and some types of economic activity introduced on March 24 were removed on May 4. Public transport, gyms, kindergartens and catering facilities were allowed to resume on May 18 and on August 12, Armenia allowed the entry of foreigners and holding of meetings and rallies, but wearing masks and observing social distance remain mandatory.
Armenia has so far 45,503 confirmed cases of coronavirus, 41,434 people have recovered; the death toll has reached 909. The number of active cases is 2,880. -0-
