Armenia to create integrated office of social services

Armenia's Labor and Social Affairs Minister Zaruhi Batoyan unveiled today a plan to create an integrated office for provision of social security services.

YEREVAN, September 10. /ARKA/. Armenia's Labor and Social Affairs Minister Zaruhi Batoyan unveiled today a plan to create an integrated office for provision of social security services.
Speaking at a government meeting she said the creation of the center is stipulated by law and the government program.
In her words, the new structure is to be a separate unit. 'This is the most important reform in the social security area that needs to be flexible and independent,” Batoyan said.
She noted that the new structure is to have 50 divisions with 1,130 employees, and, therefore, its management should be separate from the ministry, otherwise it will slow down all processes and procedures.
Finance Minister Atom Janjughazyan expressed his disagreement with this, stressing that in this case, some functions of the proposed center would be duplicated with the Ministry, which would increases the costs. He said it is much more important to streamline the performance of government bodies.
In his opinion, the merger of some functions of the structure with the ministry would be a more rational solution, in particular, the procurement , accounting and personnel departments and etc.
In turn, Deputy Prime Minister Tigran Avinyan noted that the procedures for the operation of such structures will be revised, and it is possible that optimization will be carried out in some divisions, and it is also possible to centralize the accounting and procurement functions for all ministries.-0-
