Armenian government to avoid massive layoffs
YEREVAN, February 12. /ARKA/. The Armenian government will try to avoid massive layoffs of government officials, Prime Minister Nikol Pashinyan said today in the parliament, when presenting the government’s plan of actions for the next five years. Earlier the government cut the number of ministries from 17 to 12. As a result many public workers are set to become jobless.

“We will do everything possible so that the streamlining of government’s operations does not result in massive layoffs,” said Pashinyan.

According to him, every civil servant will have the opportunity to prove that he/she is doing a good job and has the necessary qualifications. He said at the first stage several ministries will be merged and the redundant positions will be eliminated, but this will not result in massive layoffs.

Pashinyan said in the meantime many people that used to work for government agencies are getting jobs in the private sector that offers, among other things, higher salaries.

"I promised not to carry out tangible layoffs so that to ensure the stability of the public administration system. People used to receive bonuses, (informal) salaries in envelopes, etc., which we have now eliminated. We have cut the bonus funds by 50% and this has prompted new problems in the system," said Pashinyan.

As a solution, he pointed out the need to raise standards of public administration, as well as reduce state intervention in various issues, including business, in case there are no risks to governance. This, he said, will also streamline the activities of ministries.

"We are thinking about social issues and therefore we are trying to carry out the process as smoothly as possible, and we will do our best to prevent major layoffs," said Pashinyan. -0-
