YEREVAN, February 9. /ARKA/. The Armenian parliament has passed today in the second and final reading a set of amendment to the Civil Procedure Code. Deputy Minister of Justice Artur Hovhannisyan specified that among other things the amendments provide for the possibility of initiating both civil and administrative legal actions electronically.

He said also that evidence can be submitted to court in a scanned form, and if necessary, originals may be presented during the trial. The writ of execution can also be issued electronically.

He said some disputes will be resolved in an accelerated manner, for example, labor disputes can be resolved within three months, disputes about wages within a month, as well as cases for compensations in the amount of less than 2 million drams. 

According to him, the amendments also provide for the possibility of imposing fines on lawyers for various breaches, including disrespect of court, for up to 100 thousand drams.

The proposed changes were criticized by MP Artak Zeynalyan form the opposition Yelk faction, who said they would be used as "straitjacket" against lawyers, and would not be applied against prosecutors and other participants in trial.

According to him, this way the judiciary system will try to exert pressure on lawyers, which contradicts the principles of the right to fair trial.

"I propose that the Chamber of Layers  apply to the European Court of Human Rights to demand  the recognition of the violation of their rights," Zeynalyan said.

The Chamber of Lawyers has criticized the changes by going on a strike. They demand that the right to issue a warning or  apply a fine is vested in the Chamber of Lawyers. - 0
