Construction of new sanitary landfill in Yerevan postponed

The Government of Armenia approved today a proposal to extend the term of the loan agreement signed with the European Bank for Reconstruction and Development in 2015 to improve the solid waste management system in the city of Yerevan.

YEREVAN, December 13 /ARKA/. The Government of Armenia approved today a proposal to extend the term of the loan agreement signed with the European Bank for Reconstruction and Development in 2015 to improve the solid waste management system in the city of Yerevan. 

The acting Minister of Territorial Administration and Development Suren Papikyan recalled that the Yerevan Municipality was to use the proceeds of a loan from the European Bank for Reconstruction and Development (EBRD), a loan from the European Investment Bank (EIB) and a grant from the European Union Neighborhood Investment Facility (EU NIF) to design and build a new sanitary landfill in Nubarashen and close the existing Nubarashen landfill and Ajapnyak dumpsites. The proposed project has a total estimated cost of EUR 26 million equivalent. 

The acting minister said due to the revision of the tender package and the delay in its approval, the proceeds have not been used to this day. He said a tender for the selection of a contractor is to be carried out in two stages that can require from six months to a year, and only then an agreement with the chosen contractor will be signed. 

According to him, the contractor will have to develop and submit the project for the construction of a new landfill and the closure of the old ones within six months. 

"Given that the current landfills have been used for 30-50 years, the garbage cannot be sorted out. It is not suitable for recycling, and therefore uninteresting for a potential investor. The government will have to finance its processing, which will require additional expenses", said Papikyan.

The first component of the project calls for the construction of the first two zones of a new sanitary landfill and supporting infrastructures. It will be located 12 kilometers off Yerevan, close to the existing Nubarashen landfill. The new facility is supposed to reduce the negative impact of the existing landfill on the environment, the public health and the climate.

The second component of the program includes the closure of the existing landfill and the resumption of its operation after the commissioning of the new landfill. The third component will contribute to the preparation and implementation of those systems and facilities that will increase the processing volumes and the useful life of the new landfill. -0-
