YEREVAN, November 12. /ARKA/. The government is expected to approve the universal health insurance system package this week, announced Armenia's Minister of Health Anahit Avanesyan today during a question-and-answer session in parliament.

"After that, the National Assembly will review and adopt it by the end of the year. The initial phase is scheduled for January 2026. The system will be implemented over three years. By 2028, the entire population is expected to benefit from this system. The public procurement system will gradually transition to this new structure," Avanesyan stated.

According to her, those currently using the public procurement system will continue to do so until the transition is complete. "Initially, the system will include individuals with disabilities, socially vulnerable individuals, and individuals under 18 and over 65. The state will cover all costs. Individuals with a monthly income of over 200,000 drams will also be included," Avanesyan noted.

She noted that the system will automatically assess individuals and register beneficiaries, who will subsequently receive invitations to join the program.

In 2026, during the first phase of the transition to a universal health insurance system (2026–2028), 1.7 million Armenian residents will be included in the system. This group includes individuals under 18 and over 65, as well as individuals with disabilities and recipients of social benefits.

The state will cover all costs for these individuals. The system will also cover 190,000 employed citizens with a monthly income of over 200,000 drams. The annual cost of the health insurance package will be 129,600 drams, paid monthly.

 The insurance plan will cover the most in-demand services, such as outpatient treatment, specialist appointments, family doctor visits, specialist consultations, and laboratory tests (up to a set annual limit). The range of services will be expanded and improved by including certain surgical procedures, including ophthalmological (cataract) surgeries, cardiovascular procedures, and other surgeries.

The 2026 budget allocates 127 billion drams for the implementation of the health insurance system ($1 = 382.52 drams). -0-
