YEREVAN, January 31. /ARKA/. The universal income declaration system will not increase the tax burden for socially vulnerable groups, said Armenian Prime Minister Nikol Pashinyan.

"In no case can this (universal income declaration) mean an additional tax or financial burden for socially vulnerable groups. And in general, it cannot for everyone, because the income declaration system does not involve changes to the Tax Code or any changes in tax rates," he said at a press conference on Friday.

Pashinyan emphasized that what should have already been taxed before the introduction of the system will continue to be taxed after its implementation.

"There is no such thing as something that was not taxed before, but will be taxed now," the prime minister added.

According to him, the introduction of this system will, in fact, enable the social implementation of an annual refund system for citizens based on the taxes they have paid.

The head of government explained that every year, when filling out their income declaration, citizens can report expenses for education, including expenses for children attending sports or other extracurricular activities, as well as healthcare, including dental services. Within a few days, they will receive up to 100,000 drams back to their account.

As Pashinyan clarified, if the total expenses for the year are less than 100,000 drams, the citizen will receive a refund equal to the total amount of their expenses. If the expenses exceed the specified limit, only 100,000 drams will be refunded.

According to a survey by the Armenian representative office of GALLUP International Association, 18.5% of respondents will definitely fill out the declaration, 19.1% are likely to do so, 18.2% are unlikely to, and 31.7% definitely will not.
