More than 3,200 housing certificates issued to refugees from Karabakh

As of October 30, 2025, a total of 3,240 families forcibly displaced from Nagorno-Karabakh, (over 12,800 individuals), have been issued housing certificates through the state housing support initiative, as announced by Armenian Minister of Labor and Social Affairs, Arsen Torosyan.

YEREVAN, October 30. /ARKA/. As of October 30, 2025, a total of 3,240 families forcibly displaced from Nagorno-Karabakh, (over 12,800 individuals), have been issued housing certificates through the state housing support initiative, as announced by Armenian Minister of Labor and Social Affairs, Arsen Torosyan.

According to his statements, 1,210 families, which equates to more than 5,200 individuals, have utilized their certificates and are now residing in their new homes.

"The overall expenditure for this program is projected to be around 800 billion drams," Torosyan remarked on Thursday during a parliamentary session regarding the draft state budget for 2026.

He further explained that modifications have been made to this program, and the government has endorsed the draft prepared by the Ministry of Social Affairs in today's meeting.

"Specifically, the stipulation requiring all family members to be included in the program's beneficiary unit will not be applicable to those family members who have been declared missing by a court ruling. This adjustment will enable other family members who fulfill the fundamental criteria of the program to benefit from its provisions. Additionally, family members of the program's beneficiaries who were minors as of September 19, 2023, but have since turned 18 at the time of application, will have the option to apply for a certificate as an independent family unit if they choose to do so. In such instances, the requirement for inclusion in the family unit will not be enforced for that individual," Torosyan stated.

The minister also highlighted that the budget allocated for programs aimed at assisting displaced individuals from Karabakh in 2026 will total 55 billion drams, reflecting an increase of 20 billion drams (57.1%) compared to the previous year. He noted that this budget encompasses both the housing initiative and ongoing support. -0-
