YEREVAN, December 3. /ARKA/. At a meeting on Thursday, the Armenian government approved a program for providing compensation to Armenian communities' residents who have their property damaged as a result of the military actions unleashed by Azerbaijan against Artsakh since September 27.
As the Minister of Labor and Social Affairs of Armenia Mesrop Arakelyan noted, since the destruction caused damage to immovable and movable property, it is planned to provide compensation to citizens through real estate - mainly in Syunik region and several cases in Gegharkunik region.
“In total, we are talking about 75 units of real estate. The Ministry of Territorial Administration and regional administrations have submitted calculations for the damage and compensation will be provided, mainly small compensations. There is only one case - a completely damaged house, which is no longer possible to move in and discussions are underway on providing the family with housing,”Arakelyan said.
In his words, the mechanism will be approved in the coming days - they will apply online, within 5 days the application will be approved and the transfer will be made to a bank account.
“We need 15-20 days to complete the whole process, however, given that in fact there is already a list of beneficiaries, we will not wait for an appeal, especially since the number of villages is limited. Together with local self-government bodies, we will carry out work to speed up the solution of the problem,” Arakelyan said.
As for the damaged movable property, then, according to the minister, there are certain estimates of the damage caused, according to which an additional government program for compensation for damage for movable property will be provided.
For his part, Armenian Prime Minister Nikol Pashinyan expressed confidence that with this program the government fully compensates for the damage to the population, and in fact, with the exception of one case, all issues are resolved.
“In fact, financial resources are allocated to citizens in the form of direct transfers, which they themselves use for restoration, since the scale is very small,” Pashinyan said.
In particular, according to the draft decision, owners of houses in David Bek community of Syunik region, Nerkin Khndzoresk community of Syunik region, as well as the owner of a food facility in Chai Zami community of Syunik region will receive assistance.
The claim for compensation must be submitted electronically by April 1, 2021. The funds will be transferred to the appropriate bank account.

The strikes were delivered also at civil and military targets on the territory of Armenia.
On November 9, the leaders of the Russia, Azerbaijan and Armenia signed a statement on the cessation of all hostilities in Artsakh. According to the document, the parties stop at their positions. The city of Shushi, Agdam, Kelbajar and Lachin regions pass over to Azerbaijan, with the exception of a 5-kilometer corridor connecting Karabakh with Armenia. A Russian peacekeeping contingent will be deployed along the contact line in Karabakh and along the Lachin corridor. Internally displaced persons and refugees are returning to Karabakh and adjacent regions, prisoners of war, hostages and other detained persons and bodies of the dead are exchanged.
