‘The public procurement policy is limited to the framework of low price. Whoever offers the lowest price wins the tender. This is not the best approach, because the government buys not quality at a low price, but rubbish at a high price,’ Alexander Basentsyan, co-founder of Altek, says in an interview.
According to him, small and medium-sized businesses do not have access to public procurement because the threshold for participation is very high, resulting in large companies benefiting and there is no competition.
