Armenia launches new mechanism for monitoring trade turnover

YEREVAN, September 4. /ARКА/. The Armenian government has approved today a bill proposed by the State Revenue Committee that establishes a new mechanism for overseeing trade turnover.
"The aim of this initiative is to guarantee the traceability of the entire trade turnover chain through code marking. It is suggested to define cases, procedures, and deadlines for recording information on control (identification) marks and their quantities in settlement documentation when delivering goods that require mandatory marking," said Eduard Hakobyan, head of the State Revenue Committee.
Beginning January 1, 2026, Armenia will mandate the inclusion of control (identification) marks for excisable goods in settlement documentation (initially applicable only to alcohol and tobacco products).
"This new mechanism will enable the State Revenue Committee to monitor all phases of trade turnover—from production or import to final consumption—and will also help cut the shadow economy in sectors associated with excisable products," Hakobyan remarked.
He clarified that currently, the focus is on two categories of goods—alcohol and tobacco products—and that in the future, additional types of goods will be included.
"When generating payment documents, information transfer will occur via an electronic system—e-invoicing—as well as through a mobile application, where control marks will be scanned and attached to payment documents," Hakobyan explained.
He noted that the software is currently ready and undergoing testing, with the system set to be fully operational from January 1, 2026, for these two categories of goods.-0-
