Armenian NGOs Criticized Two Infrastructure Programs Of ADB

Forum of NGOs on monitoring of Asian Development Bank (ADB) in Armenia criticized ADB programs of the construction of transport corridor North-South and terminal of “Zvartnots” airport implemented in Armenia.
YEREVAN, May 18. /ARKA/. Forum of NGOs on monitoring of Asian Development Bank (ADB) in Armenia criticized ADB programs of the construction of transport corridor North-South and terminal of “Zvartnots” airport implemented in Armenia.
On January 14, 2010, the Government of Armenia approved the investment program of construction of highway North-South and framework agreement on financing the project costing $500 million by ADB.
On Wednesday, the head of working group of the forum Silva Adamyan said that the main complaints to ADB refer to the fact that the bank did not inform the inhabitants of the nearest territories about the consequences of this construction.
“There are apple orchards, arable lands and business organizations in the construction territory through which the sections of the road Yerevan-Ashtarak and Ashtarak-Artashat of transport corridor North-South should pass, which will be destroyed in the result of the construction. 22 cultural-historical monuments which are planned to move to another place will suffer in the result of construction of the road
Ujan-Gyumri. By the assessment of the experts, it is physically impossible”, she said.
“We referred to the government and ADB but everywhere we heard that there were public hearings regarding this issue. It appeared that the hearings took place only in Yerevan and Gyumri. As for the envisaged compensations, the sizes and types of payment are not announced yet”, she said.
Director of NGO “Shogher Miutyun” Hasmik Aslanyan presented the problems related to the construction of new terminal of “Zvartnots” airport.
In March 2010, ADB provided credit in the amount of $40 million for the construction of new terminal of “Zvartnots” airport in Yerevan. Its total territory is 34 thousand square meters where department of registration of passengers, shops and restaurants, as well as arrival halls will be built. It is envisaged to build two-storied parking area for 600 cars. Two-storied terminal with total cost of $173 million will allow to increase the frequency of flights in the airport and expand the opportunities of accepting the passengers and their service.
Aslanyan said that in the frames of the construction program of the new terminal, demolition of four buildings is envisaged and the inhabitants will be moved to other places. “Currently, three buildings are in the zone of construction and the current situation threatens the security and health of people living in these buildings where 171 (506 people) families live”, she said.
No one of the newsmakers answered the questions of the journalists. To the inquiry of “ARKA” news agency to the representation office of ADB in Armenia, the bank promised to examine the situation and present its own position in the nearest future. –0—
