Minasyan: Armenia to contribute to Eurasian Economic Union development

Armenia will not only take advantages of its accession to the Eurasian Economic Union, but will also contribute to development of the integration project using its experience and competitive strengths, Karine Minasyan, a member (minister) of the board of the Eurasian Economic Commission, was quoted by the commission's press office as saying Tuesday in Moscow at a round-table discussion over peculiarities and prospects of Armenia's membership in the Eurasian Economic Union.

YEREVAN, March 4. /ARKA/. Armenia will not only take advantages of its accession to the Eurasian Economic Union, but will also contribute to development of the integration project using its experience and competitive strengths, Karine Minasyan, a member (minister) of the board of the Eurasian Economic Commission, was quoted by the commission's press office as saying Tuesday in Moscow at a round-table discussion over peculiarities and prospects of Armenia's membership in the Eurasian Economic Union. 

«The best national experiences and standards are used in the union, and therefore Armenia's experience, particularly its liberal law and flexible tax regime, may be used here as well for ensuring full freedom to movement of capital,» she said expressing hope for joint development of innovative cluster of the economy and high-tech industries. 

Minasyan told the round-table participants – Russian and Armenian officials, representatives of scientific organizations and business people that Armenia, whose labor migration to the union member countries is high, may initiate a movement toward strengthening the union's social block, which implies social insurance, professional education opportunities etc in the territory of the receiving country. 

Minasyan said that the accession agreement stipulates special conditions and preferences for Armenia during transition period. 

In particular, within five years after the enforcement of the agreement it will be possible to bring cars to Armenia for personal usage on the old terms. 

There is also the list of goods which will be imported in the country at lower or higher tariffs throughout certain number of years. 

Minasyan said that preferential tariffs are implied for motor vehicles, foods, pharmaceutical industry's products, oil products and fertilizers, and military industry's products as well as civil aircrafts and helicopters are absolutely duty free. 

Those goods moved through third countries' territories preserve their Eurasian Economic Union status and a transit declaration form is filled in addition to usual papers. 

There is a one-year-validity technical norm allowing entrepreneurs from Armenia to choose between working in accordance with the Eurasian Economic Union law and complying with the national law. 

For some technical regulations are set later deadlines – in two years after enforcement of the agreement for cars, equipment, furniture and tractors; in four years after the agreement enforcement for motor roads and in five years for wheeled vehicles. 

From international principle of intellectual property right expiration Armenia moves to the regional, in accordance to which the intellectual property right expires in three years after the agreement enforcement. 

«As a whole, the removal of bureaucratic barriers which hindered trade entrepreneurs to deal with Armenian partners will spur the trade,» Minasyan said. 

She said that labor migrants from Armenia benefited from Armenia's accession to the Eurasian Economic Union – now they are allowed to work on labor contracts in the entire territory of the union without any restriction. 

Armenian citizens are also allowed to stay in any county of the union throughout 30 days without registration. 

The Eurasian Economic Union treaty, signed by Russia, Belarus and Kazakhstan on May 29 in Astana, takes force on January 2, 2015. Armenia signed its accession agreement on October 10, 2014.

The Eurasian Economic Commission started functioning on February 2, 2012. The Eurasian Economic Union member countries – Russia, Belarus, Kazakhstan and Armenia must comply with any decision of the commission. ---0-----
