YEREVAN, July 23. /ARKA/. Armenia plans to introduce a mechanism for remotely registering real estate transactions without visiting a notary or obtaining a power of attorney.

As Suren Tovmasyan, Chairman of the Cadastre Committee, announced at a government meeting, the new procedure will apply to home purchases using a mortgage loan and will apply to properties in both apartment buildings under construction and those already in operation.

To this end, a special module will be integrated into the agency's electronic system, allowing the buyer, developer, and bank to conclude and certify the contract digitally.

"After the contract is concluded, ownership will transfer from the developer to the buyer and will be registered in accordance with the established procedure. The contract can be signed both in Armenia and abroad," Tovmasyan said.

According to him, currently, the buyer must either personally visit a notary in Armenia or obtain a power of attorney. If the document is issued abroad, additional procedures must be completed, which increases the transaction time.

The new mechanism stipulates that after the bank verifies the borrower's identity, solvency, and other necessary information, the tripartite agreement between the buyer, developer, and bank will serve as the basis for state registration of ownership rights without notarization.

Thus, the buyer will be able to remotely purchase real estate in both an apartment building under construction and a completed and occupied building.

Deputy Prime Minister Tigran Khachatryan noted that this innovation will significantly simplify the transaction process and enable the wider use of digital technologies in real estate registration.
