YEREVAN, October 24. /ARKA/. The law “About Local Government and Territorial Administration in Yerevan” will be passed by December 5 2007, the Head of the Association of Municipal Financial Specialists Vahan Movsisian told a press conference.

“Under the provisions of the reformed Constitution, the law “About Yerevan” should be passed within two years after amendments are made to the country’s constitution. The deadline expires on December 5 2007,” he said.

Movsisian expressed doubt that the law will be passed within the time set, as it still needs to be discussed by the Government and the National Assembly of Armenia. Then a more important task – formation of the new system of municipal management – should be solved, he said.

Movsisian stressed the importance of establishing a proper system of municipal management in Yerevan where half of the country’s population lives.

On October 18 Armenia’s Government approved the draft law “About Local Government and Territorial Administration in Yerevan”. Under the law, the office of Yerevan’s Mayor becomes elective and Yerevan becomes a municipal structure with 10 administrative districts instead of the status of separate region with 12 communities. Earlier, Armenia’s Minister of Justice Gevorg Danielian said that the law will be adopted and enforced as of December 1 2007. N.V. –0—
