YEREVAN, 15 January. /ARKA/. Armenian Defence Minister Suren Papikyan said today that he sees no grounds for a new escalation of tension in the region.

'The Armenian authorities should guarantee border security with their balanced policy. This burden cannot be shifted to the army or partners. Rhetoric is rhetoric, but there must be grounds for any aggression. I, as Defence Minister, see no grounds for escalation in the region,’ Papikyan said at a press conference, responding to a question about Azerbaijan's recent threats.

He stressed that Armenia ‘has proposals and solutions on all issues.’ Dialogue and discussion of our proposals can provide answers to all issues of interest. Our approaches and proposals are clear to everyone..... I don't want to talk about what happened in the past. I only talk about my ideas regarding peace in the region,’ the Minister added.

According to Papikyan, the aggression needs grounds, and there are none, because Armenia makes peaceful statements.

'I don't think there are grounds for escalation in the region. Of course, everything is conditioned not only by Armenia and its neighbour. The region is going through a difficult period, but the existing problems can be solved through negotiations,’ Papikyan believes. -0-
