Armenian parliament elects Hrayr Tovmasyan as head of Constitutional Court
YEREVAN, March 21. /ARKA/. The Armenian National Assembly elected Wednesday Hrayr Tovmasyan as head of the Constitutional Court by 64 votes cast for him.
As many as 27 MPs voted against him and two ballots were found invalid.
This was another uncontested vote – Tovmasyan was the only candidate for this position.
Tovmasyan thanked all those voted for him and vowed to make every effort to solve the existing problems.
Under the Constitution of Armenia, the Constitutional Court judges are elected for 12 years by three fifth of the total number of MPs.
The Constitutional Court consists of nine judges, three of which are the country president’s nominees, three candidacies are put up by the government and the remaining three by the General Assembly of Judges.
Judges remain in office before they turn 70.
Hrayr Tovmasyan was born on July 8, 1970 in Darakert village, Ararat province. After army service he got juridical education.
From 1996 to 2001, Tovmasyan worked at various positions in the Constitutional Court’s legal consulting division and took part in various international programs as lawyer.
Over a period between April and August 2001, he had been deputy nature protection minister.
In 2013, he became a member of the president-affiliated Specialized Commission on Constitutional Reforms.
From 2014 to 2017, he was secretary general/ head at the National Assembly staff.
In April 2017, Tovmasyan obtained a seat in the National Assembly through the list of the ruling Republican Party of Armenia.
Has two medals received from Serzh Sargsyan, Armenian president, for services.
