YEREVAN, February 2. /ARKA/. The destructive position of Azerbaijan is the main obstacle to making progress in the settlement of the Nagorno-Karabakh conflict, Armenian foreign minister Edward Nalbandian said today.

Speaking at a news conference, Nalbandian  recalled that the co-chairs of the OSCE Minsk Group, the only internationally mandate body  to help the sides to the conflict reach a peace agreement, would call on Azerbaijan in  public statements to not aggravate the tension  in the conflict zone, to confirm its  commitment to the peaceful settlement of the conflict,  to take steps to strengthen confidence-building measures, to adopt proposals for the establishment of mechanisms for  investigating  incidents in the conflict zone and to refrain from criticizing the co-chairs’ efforts.

Nalbandian said Azerbaijan has ignored all these calls choosing instead to further aggravate the tension along the Armenian-Azerbaijani border and on the line of contact between Azerbaijani troops and Karabakh defense army forces.

Nalbandian said during the negotiations, Armenia and mediators instead of moving forward have often ‘to bring Azerbaijan to life.’ 

In particular, he recalled how Azerbaijani foreign minister Elmar Mammadyarov escaped from the meeting room at the Riga summit of Eastern Partnership program, in order not to sign the final declaration, which contained a reference to the declaration of the mediators. According to Nalbandian, Mammadyarov agreed to sign the document after protracted persuasion. -0-
