YEREVAN, September 3. /ARKA/. In a live Facebook stream September 2 evening Armenian Prime Minister Nikol Pashinyan said the government was working on a package of constitutional changes, which are expected to be finalized soon and sent to parliament’s consideration. He said the final option is to result from a series of political discussions involving also civic society organizations.
Pashinyan stressed that the next snap parliamentary elections must be held no later than in May or in the first ten days of June next year. According to him, holding of extraordinary parliamentary elections mostly depends on the political situation, in which the main dictating force is the population’s will.
"To date, there are no mechanisms for dissolving the parliament, but if our society insists, yes, we may need mechanisms for doing so," he said.
Pashinyan recalled that at a rally on August 17 he said that the resignation of the prime minister could become such a mechanism.
"If the parliament does not elect a new prime minister twice within two weeks, it should be dissolved,’ he said" he said.
He said according to the political situation in the country and the public moods, citizens need certain guarantees that after the resignation of the prime minister there will be no need for a new revolution.
"If necessary, Armenian citizens will make another revolution. I have no doubt. But understanding the message of the citizens, we must have guarantees that no "anti-people actions" will be committed," he said. Pashinyan proposed two options for getting out of the current political limbo.
"Under the first option, suggested by me earlier, constitutional reforms would enable dissolution of the parliament without the resignation of the prime minister. The parliament will pass a decision on self-dissolution. The second possible option is signing of an agreement by parliamentary forces," he said.
According to the Prime Minister, since such an agreement may seem insufficient to the Armenian public, proposing the parliament a package of changes to the current constitution remains the top priority. -0-
