Armenia’s president Serzh Sargsyan considers sustainable democracy and law-governed state the pillars of the country’s national security.

YEREVAN, May 26. /ARKA/. Armenia’s president Serzh Sargsyan considers sustainable democracy and law-governed state the pillars of the country’s national security.
‘We should clearly understand that sustainable democracy and law-governed state are the pillars of our national security. There is no other way. And the constitutional reforms should serve this purpose’, the president said on Saturday, at the 15th congress of the ruling Republican Party of Armenia.
The president said the country’s political system needs a modernization as it is over-personalized and over-centralized, with disproportion between the power and the political responsibility at agencies’ level.
The constitutional reform commission suggested turning to parliament system, and the matter should be widely discussed in the public, despite the president’s preferences, Sargsyan said.
The president touched upon judicial problems and said human rights will not be guaranteed and there will be no reliable investment climate if the country has no independent and unbiased courts.
Sargsyan expressed hopes the party will have the chance to finalize the results of the public discussions already this summer.
The president pointed out the growing significance of targeted movements and large and well-organized parties in the country’s life and the diminishing role of particular persons. According to him, the trend will continue growing leading to transfer to horizontal model of rule where major institutions play the main role.
This is the most effective way to achieve efficient democracy and increased self-expression of every Armenian citizen the convictions of which can find their way in civil rights movements and involvement in public processes, as well as in political field - through access to major party channels.
‘The idea of all-knowing leader-savior is shallow’, the president said. Progress can be achieved through consolidation, combination of thoughts, ideas and discontent and through efficient tools to single out, work over and implement, according to Sargsyan.
