Armenian parliament approves maximum legal fines for insult and defamation

YEREVAN, March 24. /ARKA/. The Armenian parliament has passed today in the second and final reading a set of amendments to the Civil Code, providing for an increase in fines that may be imposed for insults and defamation.

The bill was drafted in 2020 by Deputy Parliament Speaker Alen Simonyan from the ruling My Step bloc, who says that its adoption is important in terms of protecting the honor and dignity of a person from slander and insults, and will also allow citizens to receive more reliable information.

Initially, Simonyan suggested raising the fines to 5-10 million drams, but before the second and final reading the thresholds were slightly lowered.

“Having consulted with the Ministry of Justice and our colleagues, we decided that taking into account inflation and the overall situation in the country, the fines will be reduced from the initial amount. Thus, the amount of the fine for insult was raised from one million drams to three million drams and the amount of fine for defamation from 2 million drams to 6 million drams,” Simonyan said.

For his part, Deputy Minister of Justice Vahe Danielyan noted that in addition to fines, the law also provides for refutation and apologies after a court's decision.

All forms of libel were decriminalized in Armenia in 2010. ($1 - 528.12 drams). -0
