Armenian president signs amendments to laws on constitutional changes

YEREVAN, June 24. /ARKA/. Armenian President Armen Sarkissian signed Tuesday night a number of laws, including the law on introducing amendments to the constitutional law “Rules of Procedure of the National Assembly”.

So, the president signed a package of laws on amendments and additions to the law “On Securities”, on amendments to the Tax Code, on amendments to the Code of Criminal Procedure; a package of laws on amendments to the constitutional law “On the Referendum”, on amendments to the constitutional law “On the Rules of Procedure of the National Assembly”, and on amendments to the constitutional law “On the Constitutional Court”; on amendments and additions to the constitutional law “On the Rules of Procedure of the National Assembly”, on amendments and additions to the constitutional law “Judicial Code”, on amendments and additions to the constitutional law “On the Constitutional Court”.

In accordance with the amended law “On the Rules of Procedure of the National Assembly”, the bills passed by the parliament on amendments to the Constitution should not be sent to the president of the country for signature, but will be published by the chairman of the parliament.

On June 22, the National Assembly of Armenia passed a bill implying the dismissal of Hrayr Tovmasyan as chairman of the Constitutional Court and the retirement of three members of the court who have served for more than twelve years. A new chairman will be chosen after these three retirees are replaced with new judges. The new-elected judges, too, will be eligible to run for chairmanship. The bill was passed unanimously by MPs from My Step faction, which enjoys the vast majority in the parliament. Two other minority factions – Prosperous Armenia and Bright Armenia - were opposed to the bill and they were absent from the vote.   

Since the adopted draft relates directly to the Constitutional Court, the deputies voted against sending this document to the Constitutional Court for consideration. -0-
