Former Armenian deputy health minister detained

The Court of Appeal has satisfied the prosecution’s motion to choose detention as a preventive measure against the former deputy health minister Vahan Poghosyan, Gor Abrahamyan, an advisor to the General Prosecutor's Office of Armenia reported Monday on his Facebook page.

YEREVAN, September 8. /ARKA/. The Court of Appeal has satisfied the prosecution’s motion to choose detention as a preventive measure against the former deputy health minister Vahan Poghosyan, Gor Abrahamyan, an advisor to the General Prosecutor's Office of Armenia reported Monday on his Facebook page.

Poghosyan and 12 other people are being prosecuted for embezzling state funds and taking a bribe. He was involved in the case of embezzlement at the National Center for Tuberculosis Control governmental noncommercial organization and abuse of office powers in March 2019. In accordance with the then court decision, he was left at large on a bail of 5 million drams (about $ 10 thousand). However, on August 11, 2020, Poghosyan's charge was supplemented with another offence - bribery. 

According to the accusation, Poghosyan, when being the deputy minister, embezzled funds in the amount of 78 million drams (more than $ 160,000) while organizing and managing one of the programs funded by the Global Fund and the US Development Agency. In addition, Poghosyan fictitiously hired two employees and pocketed their salary in the amount of 8.4 million drams (about $ 18,000). He also demanded that the head of the center, at the expense of budgetary funds, purchase a car worth 17.6 million drams (about $ 36,000) for the needs of the center, which he appropriated.

"On August 16, 2020, the court refused to apply arrest against Poghosyan as a preventive measure, but on September 7 the prosecution submitted a new complaint," Abrahamyan wrote.

According to him, the director of the center A.A. is also involved in the case. A bail was chosen for him as a preventive measure, and he is at large pending trial. -0-
