Speeding fines revised in Armenia based on statistics

Fines for excessive speed have been revised based on statistical data for 2013, Armenia’s deputy minister of justice Arsen Mkrtchyan said.
YEREVAN, June 18. /ARKA/. Fines for excessive speed have been revised based on statistical data for 2013, Armenia’s deputy minister of justice Arsen Mkrtchyan said.
According to the statistics, speed limit was exceeded by 1-2 kilometers per hour in 79.3% of 324,487 excessive speed cases, he said.
At its special sitting on Tuesday, Armenia’s government approved the draft amendments to the law about administrative offence.
Mkrtchyan said, the amendments envisage a penalty of 1,000 drams per each 1-10 kilometer-hour above the speed limit, instead of the current 10,000 drams, and 1,500 drams for each 11-30km-hour excess compared to the current 30,000 drams.
Penalties for exceeding the speed limit by 31-50km-hour, 51-81km-hour and by more than 81km-ru will be harsher than before – 100,000 drams, 200,000 drams and 500,000 drams compared to 50,000 and 70,000 today, Mkrtchyan told a press conference on Tuesday.
Under the amendments, the fine for driving without driver’s license and other documents will be 3,000 drams compared to 5,000 before.
One of the most critical changes relates to the late charge for not paying the fine within 30 days. Before the late charge amount was tripled within 30 days and increased five-fold within 60 days. The amendments envisage a 25% and 50% increases respectively, the deputy minister said.
Mkrtchyan stressed harsher penalties are now set for severe violations endangering the society. A fine of 20,000 (instead of 5,000 before) is set for smoking whilst driving. Individuals will have to pay a fine of 10,000 (instead of 50,000 drams) for hindering the traffic on the road; officials will be fined 50,000 drams and their vehicles will be seized for the case offense.
NGO representatives protecting drivers’ rights responded positively about the bill, but said not all the proposals had been taken into account. ($1=411.51drams). -0-
