Amendments in the election code of Armenia will be summarized in March 2011

All the proposals in the amendments of Election Code will be received till the end of December and the results will be summarized in March 2011.
YEREVAN, November 30. /ARKA/. All the proposals in the amendments of Election Code will be received till the end of December and the results will be summarized in March 2011, said Deputy Chairman of Parliament Committee on the protection of human rights and public issues, member of leading political party Rafik Petrosyan.

“We have received thousands of proposals from opposition, representatives of mass media and independent organizations. All these proposals will be discussed till January-February of 2011. After the adoption or non-adoption of these proposals the text will be sent to the Venice Commission for review. In March 2011 the new project will be summarized and submitted to the National Assembly for discussion”, said Petrosyan.

Only reforms of Election Code are not sufficient for fair and transparent elections. It is more important to apply the Code in a right way in reality

He mentioned the necessity of increasing the election quote for women in the Parliament from 15 % to 20%. He also accepted the proposal according to which members of Central Electoral Commission (CEC) should be unaffiliated and independent which excludes the probability of “work” of CEC members for their political parties.

Review of Election Code of Armenia is envisaged by the liabilities of the country for the implementation of PACE resolution. In the draft law, the ratio of proportional and majoritarian places in the Parliament, proportional – 90 and majoritarian – 41 is maintained. Opposition insists on the transfer to proportional system of elections.

According to the proposed amendments, Central Electoral Commission (CEC) of Armenia will consist of 7 members. Their candidacies are submitted to the President of Armenia by the Ombudsman, Chairman of Constitutional Court and Chamber of Attorneys of Armenia. -0-
