Armenia’s prime minister Tigran Sargsyan has congratulated his Russian counterpart Vladimir Putin in connection with the victory of the ruling United Russia Party in December 4 elections to State Duma, the lower chamber of Russia’s bicameral parliament, the government press service reported.
