Armenian government approves comprehensive package of laws on compulsory health insurance
YEREVAN, November 14. /ARKA/. A detailed legislative package concerning compulsory health insurance and associated draft laws was approved yesterday through a written vote, as announced by RA Health Minister Anahit Avanesyan.
"The drafts have already been forwarded to the National Assembly. We have also sanctioned the legislative package for its prompt discussion," she stated during a government meeting on Friday.
The minister further indicated that 700,000 beneficiaries are presently registered in the Armed electronic application.
Armenian Prime Minister Nikol Pashinyan remarked that the reform is expected to be enacted by January 1, 2026.
In 2026, during the initial phase of transitioning to a general health insurance system (2026-2028), 1.7 million Armenian residents will be included. This group encompasses individuals under 18, those over 65, as well as persons with disabilities and recipients of social benefits.
For these individuals, the state will bear 100% of the expenses. Additionally, this system will encompass 190,000 employed citizens earning over 200,000 drams monthly.
The annual cost of the health insurance package will be 129,600 drams, payable on a monthly basis.
The insurance will encompass the most sought-after services, including outpatient care, clinic visits, family doctor consultations, specialist appointments, and laboratory tests (a specified number per year). The range of services will be broadened and refined, including certain surgical procedures, particularly ophthalmological (cataracts), cardiovascular, and others.
The 2026 budget allocates 127 billion drams for the execution of the health insurance system.-0-
