North-South motor road builder fined $6 million for noncompliance of contractual requirements

A $6-million fine has been imposed on Spain’s Corsan Corviam, the builder of the first section of the North-South motor road in Armenia, for non-compliance with contractual requirements, Branislav Dimitrijević, representative of Safege, told journalists on Wednesday.

YEREVAN, July 19. /ARKA/. A $6-million fine has been imposed on Spain’s Corsan Corviam, the builder of the first section of the North-South motor road in Armenia, for non-compliance with contractual requirements, Branislav Dimitrijević, representative of Safege, told journalists on Wednesday. 

The construction of the road connecting Georgia and Iran through Armenia was launched in September 2012 by Spain’s Corsan Corviam and China's Sinohydro. The construction is supervised by France's Safege company. 

Dimitrijević said that at the initial stage the road was being built incorrectly. But the problem was not so much the quality of the concrete as non-compliance by the builder with contractual requirements.          
In his words, neither Armenia's terrain, nor its climate peculiarities have been taken into account in building the road. 

As a result, one year later, destruction of the road began. 

The specialist also pointed out a wrong choice of construction standards as one of the causes of the destruction.  

He said American AASHTO standards are not fit for a low temperature – frost destroyed the road surface and the constructors had to return to Soviet-era standards. 

Dimitrijević said standards have been chosen by the Asian Develpment Bank.   

The shoddy quality revealed by the supervising company forced the contractor to improve its work and use new technologies already at the second stage. 

The 556-kilometer North-South transport corridor will open a gateway to the Black Sea and Euroepan countries through Armenia and Georgia. --0----
