YEREVAN, August 5. /ARKA/. Armenian Prime Minister Nikol Pashinyan informed Sunday the public about a secret report, prepared in 2014 and submitted to the then authorities, which he saw and read recently.

He said he has examined the document in details before speaking about it, Pashinyan said addressing the nation on his Facebook page. In his words, there is a report about the institutional crisis that hobbled the country's development. The premier said that this report is very secret, and therefore he found it wrong to reveal it to public. The document is important for the comprehensive description of things in the country.

Nikol Pashinyan said that the key conclusion from the report is that the country was institutionally paralyzed. "In fact state institutions are deeply paralyzed and ruined," he said. "The authors of this document displayed courage when they expressed such an opinion."

As an example of the desperate state of the country's institutional system, the premier pointed out the road construction area. "Actually, the entire state-governing system of Armenia was based on corruption, and when you remove corruption, you see that no any governing system exists," he said. "And this is the biggest problem to us. Our government faces a challenge - we have to create institutes from zero to solve the country's problems."

Pashinyan  said he meant creation of an independent judicial system, a government procurement system etc. He said that there are intuitions in the country that seem accomplished and dully functional, but if one digs a little deeper, it becomes obvious that this is no more than a false front, while in reality these institutions are completely ruined or badly dilapidated.

"We need strong nerves for controlling the situation and solving problems," he said. "Let's not to fall into panic, but let's solve tactical and strategic institutional problems." -0---
