Rosselkhoznadzor has asked the Plant Protection Organization of the Iranian Ministry of Agricultural Jihad to temporarily suspend the certification of flowers intended for export to Russia.

According to the Rosselkhoznadzor website, in 2026, the volume of flower exports from Iran significantly exceeded the same period last year.
While the phytosanitary certificates list Iran as the country of origin, Rosselkhoznadzor claims that the external characteristics and packaging are identical to flowers previously imported from Armenia.
The agency recalls that it previously informed the Iranian side of the current temporary restrictions on the import of Armenian flower products.
Effective May 22, 2026, Russia has banned the import of cut flowers originating and dispatched in Armenia.
Rosselkhoznadzor stated that it had not received a response from the Iranian side to its previously submitted request. Therefore, the service requested a temporary suspension of certification of Iranian flower products pending bilateral negotiations and clarification of the circumstances.
According to the agency, this measure is aimed at ensuring the phytosanitary security of Russia and other member states of the Eurasian Economic Union (EAEU).
