Armenia plans to fully switch to electronic labor contracts from 2026
YEREVAN, 16 October. /ARKA/. The Armenian Parliamentary Committee on Labour and Social Affairs at a Tuesday session gave a positive conclusion to the draft law on full transition to electronic labor contracts from 2026.
According to Ruben Sargsyan, Deputy Minister of Labor and Social Affairs, the amendments proposed by the ministry will make it possible to track compliance with employers' contractual obligations, as well as the drafting of the contracts themselves.
‘The electronic system should be developed by the State Revenue Committee, and the tax inspectorate, the Health and Labor Inspectorate and the Migration Service should have access to it,’ Sargsyan said during the discussion of a package of bills on amendments and additions to the Labour Code and related laws.
The system is proposed to be introduced in stages: voluntary from 1 June 2025 and mandatory from 1 January 2026.
‘Armenia may become the first country to fully implement this system. That's why a phased method of transition has been chosen, which is aimed at training people. Undoubtedly, there are risks, but we have tried to take them into account and make them as manageable as possible,’ Sargsyan stressed.
He reminded that from 2025 all working citizens will have to have an electronic signature or another way of identification, and from 2026 to submit financial declarations. That is, there will be no additional burden for working citizens and employers. -0-
