YEREVAN, July 1. /ARKA/. The Armenian parliament is discussing a bill designed to amend the Code of Administrative Offences that provides for fines for passengers who evade payment for travel on public transport.

According to the Deputy Minister of Territorial Administration and Infrastructure Armen Simonyan, failure by a citizen to pay for travel on public transport and refusal to identify themselves may result in the administrative detention of the offender.

“If a citizen refuses to pay and does not wish to undergo identification, he or she may be subject to administrative detention in accordance with the procedures established by law and bear administrative responsibility,” Simonyan said at an extraordinary session of parliament.

The deputy minister said that any action taken by the relevant authorities may be appealed within the framework of administrative proceedings and then in court.

According to the bill, it is proposed to establish fines of 3,000, 10,000, and 15,000 drams for various violations.

Thus, a fine of 3,000 drams is provided for failure to validate a ticket or when boarding transport, 10,000 drams for using transport without paying for a ticket, and 15,000 drams for using someone else's discount ticket.

The deputy minister also clarified that if there was a technical failure and the carrier was unable to validate the travel card, administrative liability would not apply.-0-
