Over 7,700 Karabakh refugee families receive housing certificates in Armenia

YEREVAN, August 14. /ARKA/. As of August 13, 2026, a total of 7,743 families from Karabakh, comprising 31,845 individuals, have received housing certificates through the housing program, as reported by Nver Kostanyan, the press secretary for the Armenian Minister of Labor and Social Affairs.

"Out of these, 7,147 families (29,921 individuals) obtained housing certificates for purchasing homes, 297 families (1,104 individuals) received certificates for housing construction, and 299 families (820 individuals) were granted certificates for existing mortgage repayment," he shared on Facebook.

He further noted that 4,146 families (19,098 individuals) have already utilized their certificates, including 3,853 families (18,134 individuals) for home purchases, 62 families (304 individuals) for housing construction, and 231 families (660 individuals) for repaying existing mortgages.

Previously, Deputy Prime Minister Tigran Khachatryan announced that 45.7 billion drams had been allocated from the state budget in 2025 to assist families displaced from Karabakh, with an additional 146 billion drams earmarked starting in 2023.

The Armenian government intends to raise the housing certificate amount for displaced individuals from Karabakh residing in communities near Yerevan from 3 million to 4 million drams.

On September 19-20, 2023, Azerbaijan initiated a military offensive against Karabakh, employing artillery, UAVs, and combat aircraft. Following negotiations with Azerbaijan on September 28, Karabakh's president, Samvel Shahramanyan, issued a decree to dissolve all state institutions, declaring the Republic of Artsakh (Karabakh) to cease to exist as of January 1, 2024.

As a result, residents of Karabakh were compelled to relocate to Armenia. The Armenian government reports that over 115,000 residents from Artsakh have been registered, and various assistance programs are currently in effect. -0-
