Ararat Cement Plant to be nationalized – Pashinyan

The Ararat Cement Plant will become state-owned and will belong to the Republic of Armenia, announced RA Prime Minister Nikol Pashinyan.
YEREVAN, May 20. /ARKA/. The Ararat Cement Plant will become state-owned and will belong to the Republic of Armenia, announced RA Prime Minister Nikol Pashinyan.
"Very soon, the business backbone of PAP leader Tsarukyan (Gagik Tsarukyan – leader of the Prosperous Armenia Party – ed.) – the Ararat Cement Plant – will become state-owned and will belong to the Republic of Armenia, because the mafia scheme of Guloyan (Tsarukyan's son-in-law – ed.) – Tsarukyan has been exposed," he stated during the election campaign.
Pashinyan said that the RA government has already received a letter from the prosecutor's office stating that this property is subject to nationalization, and in the near future, the authorities, following the example of the Electric Networks of Armenia, will also appoint a manager to Ararat Cement.
"I congratulate all the employees of the Ararat Cement Plant on their release. From this moment on, I say: they no longer need to follow any instructions from Tsarukyan or Guloyan, because their employer is now the Republic of Armenia," the Prime Minister said.
On November 17, 2025, the Public Services Regulatory Commission (PSRC) of Armenia approved the revocation of the electricity distribution license of ENA (owned by Samvel Karapetyan's Tashir Group). Since July 18, 2025, Romanos Petrosyan, appointed by the decision of the Chairman of the PSRC, has been the interim manager of ENA. On April 9, 2026, Prime Minister Nikol Pashinyan declared that Electric Networks of Armenia had already been de facto nationalized, and this status would be formalized legally in the future.
