Armenia approved three grant agreements with the EBRD for customs and logistics centers in Yerevan and Syunik

At a meeting on Thursday, the Armenian government approved proposals to sign three grant agreements with the European Bank for Reconstruction and Development (EBRD) related to the construction of customs and logistics centers for Yerevan and the Syunik region.
YEREVAN, July 30. /ARKA/. At a meeting on Thursday, the Armenian government approved proposals to sign three grant agreements with the European Bank for Reconstruction and Development (EBRD) related to the construction of customs and logistics centers for Yerevan and the Syunik region.
The total funding for the two projects is estimated at approximately €57 million, of which €49 million is a loan from the European Bank for Reconstruction and Development and €8 million in grant funds.
The Yerevan center project costs €45 million. It is financed by an EBRD loan of up to €39 million and a grant of up to €6 million from the European Union through the Neighborhood Investment Platform. The agreements were signed on September 19, 2025.
€12 million has been allocated for the construction of the center in Syunik: a €10 million loan from the EBRD and a €2 million investment grant through the bank's Shareholder Special Fund. The corresponding financial agreements were signed on May 14, 2024.
The government-approved grant agreements provide technical and advisory support for the projects, including assistance with procurement, technical supervision, and obtaining international environmental certification.
Syunik Center
The Syunik Customs and Logistics Center is planned to be built on a 7.7-hectare site near the village of Shaki, approximately 7 km from Sisian. The project includes the creation of a service center for foreign trade participants and an administrative building with a rooftop solar power plant.
The center will be located on the premises of the customs service office in Sisian. Services are planned to be organized on a one-stop-shop basis.
A Center for Yerevan
The Yerevan Customs and Logistics Center is planned for the village of Proshyan in the Kotayk region. The project includes the construction of a service center for foreign trade participants and an administrative building for the State Revenue Committee.
Key procedures are planned to be transferred to an electronic format. The new center is expected to speed up service delivery, increase the transparency of customs control, and reduce associated risks.
Technical support will cover procurement, construction supervision, environmental and social compliance, and reporting. Consulting on environmental certification will cover energy efficiency, resource efficiency, and the use of eco-friendly materials and technologies. The EBRD indicates that both centers are expected to be among the first state-owned buildings in Armenia to receive international green certification.
